Hungern für das Recht auf Arbeit: In Bolivien sind etwa 50 Prostituierte in den Hungerstreik getreten, um gegen die Schließung von Bars und Striplokalen zu protestieren. Die Frauen drohen mit buchstäblich nacktem Protest.
La Paz - Die Frauen aus El Alto in der Nähe von La Paz wollen nach eigenen Angaben erzwingen, dass die Schließung der Bars und Striplokale wieder zurückgenommen wird und versuchen so ihr Recht auf Arbeit durchzusetzen. "Wir haben alle unseren vorgeschriebenen HIV-Test", sagte die Anführerin der Proteste in der Aidsklinik von El Alto, wo sich die Prostituierten zu ihrem Hungerstreik versammelt haben. Sie drohen zudem damit, nackt durch die Straßen zu laufen, um ihre Jobs zu behalten.
Die Bars und Prostituierten-Clubs von El Alto waren geschlossen worden, nachdem in der vergangenen Woche Einwohner in einer großen Demonstration massiv gegen die Etablissements protestiert hatten. Sie sehen in ihnen Anziehungspunkte für Kriminelle und fürchten einen schlechten Einfluss auf die Kinder. Schätzungen zufolge arbeiten in El Alto etwa 400 bis 500 Prostituierte für einen durchschnittlichen Tageslohn von umgerechnet 30 Euro.

promoted the destruction and burning' of their workplaces, as well
asking that they apply plans of 'citizen and laboural security'

According to Cortes, her colleagues from El Alto decided not to attend
any more checks as a protest measure, and maintained that the sex

Prostitutes Strike in Bolivia

As of Wednesday morning, Bolivia's "night workers" are
on strike. Up to 35,000 prostitutes across the country
have refused to report for the medical checkups
required every 20 days to legally work the streets. By
continuing to serve clients without ensuring they're
disease-free, the sex workers' action raises the risk
to public health. It comes in response to attacks in
the city of El Alto last week in which citizens burned
brothels and beat sex workers in protest against legal
prostitution.
"We refuse to be STD-tested until we can work free
from harassment," says Lily Cortez, president of the
Night Workers of El Alto, the low-income city that
borders La Paz, Bolivia's seat of government.
The rampage began after citizens demanded that
brothels and bars be located at least 3,200 feet away
from schools. Within 48 hours, angry mobs had taken
matters into their own hands, burning more than 30
establishments. Hundreds of women and transvestites
were forced to strip while their belongings were
torched; dozens were beaten and mutilated as the
police stood by and watched. "It was something we
needed to do," says El Alto resident Roberta Quispe
Mayta. "Now our husbands will behave better and the
prostitutes will leave."
The municipal government responded by closing all
brothels within 1,600 feet of schools, but took no
action against those who had attacked the prostitutes.
Left to work in the streets rather than in the
relatively safety of the brothels, the sex workers
have since become victims of police harassment,
including physical abuse and arrest threats. The
police have refused to comment on these actions.
The latest violence against Bolivia's sex workers is
not surprising. Although the Supreme Court in 2001
legalized prostitution, which is widely practiced
nationwide, the oldest profession has not gained the
relative social acceptance it enjoys in some European
countries. Instead, women and men in the sex industry
have become scapegoats for everything from broken
homes to the rising HIV-infection rate.
"We are Bolivia's unloved," says Yuly Perez,
Vice-President of the National Organization for the
Emancipation of Women in a State of Prostitution
(ONAEM in its Spanish initials), the sex workers'
union. "We are hated by a society that uses us
regularly, and ignored by institutions obligated to
protect us."
Indeed, the Supreme Court ruling requires that the
Ministry of Health take full responsibility for the
sex workers' safety and medical services. But the
government has turned a blind eye to the recent events
in El Alto, and has ignored the demands of the
prostitutes. That, says the union, has left its
members no option but to put their clients' health at
risk until their security is guaranteed. Some sex
workers have gone as far as mutilating themselves and
sewing their lips together in order grab the nation's
attention.
"We are mothers and breadwinners for our families,"
says Cortez. Like her co-workers, she earns less than
two dollars per client. A "good night" can bring some
15 clients, but many nights aren't so profitable, and
after kickbacks to brothel owners, the majority end up
living day-to-day. "If we don't work, who's going to
feed our kids?" she says.
The strikers see their action as part of a larger
battle to make society understand that the sex workers
are poor people struggling to survive, and not
prostitution entrepreneurs. "People think the point of
our organization is expand prostitution in Bolivia,"
says ONAEM's Perez. "In fact, we want the opposite.
Our ideal world is one free of the economic
desperation that forces women into this business." But
in the meantime, her group "will fight tooth and nail
for the rights we deserve."
The backlash against prostitution could escalate,
however. El Alto officials are determined not to
reopen any brothels within a 1,600-foot radius of
schools, and there are rumors of similar citizen
protests planned for the cities of Cochabamba and
Sucre. The sex workers are hoping that the public
health risk posed by their action forces the
authorities to back down. But by refusing to undergo
the medical checkups required to be able to work
legally, it also potentially opens them to further
police action.

Nachdem ein Hungerstreik keinen Erfolg brachte, haben sich drei Prostituierte in der bolivianischen Stadt El Alto aus Protest gegen die Schließung der Bordelle den Mund zugenäht. Doch damit nicht genug: Die Frauen planen noch extremere Protestformen.
Für die Aktion seien ihnen die Lippen örtlich betäubt worden, sagte Lily Córtez, Sprecherin von insgesamt etwa 500 betroffenen Prostituierten. Die drei Frauen gehörten zu einer Gruppe von Prostituierten, die am Montag in einen Hungerstreik getreten waren, weil die Stadtverwaltung unter dem Druck der Öffentlichkeit alle Bordelle hatte schließen lassen.
Die Frauen planten unterdessen noch extremere Protestformen. Wenn die Bordelle nicht wieder öffnen dürften, würden sich drei weitere Prostituierte in Särgen lebendig begraben lassen, drohte Córtez. Die Stadt lehnte eine Rücknahme der Maßnahme am Donnerstag trotzdem ab.
"Die Menschen müssen einfach verstehen, dass wir arbeiten müssen. Die Polizei hat uns am Dienstag vertrieben, als unsere Kolleginnen Freier auf der Straße ansprachen", klagte Córtez. Die Zeitung "La Razón" zitierte eine Frau namens Tania mit den Worten: "Ich bin Hure, weil ich will, dass meine Kinder studieren können."

Die Stadtverwaltung hatte etwa 20 Bordelle und 30 andere Kneipen geschlossen, nachdem sie von aufgebrachten Bürgern geplündert und teilweise in Brand gesetzt worden waren. Erzürnte Anwohner hatten wochenlang gegen die Bordelle in der "Straße der Sünde" im Rotlichtbezirk der Stadt demonstriert. Die Prostituierten hätten einen schlechten Einfluss auf die jungen Männer und würden Kriminalität anlocken, begründeten Demonstranten die gewalttätigen Übergriffe. Die Prostituierten warfen den Menschen Heuchelei vor, denn bei dem Großteil ihrer Kunden handele es sich um Familienväter.
El Alto mit 870.000 Einwohnern liegt 4000 Meter über dem Meeresspiegel und ist eine der höchstgelegenen Großstädte der Welt. Die Stadt liegt oberhalb von La Paz, dem Regierungssitz des südamerikanischen Landes. Zusammen haben beide Städte 2,5 Millionen Einwohner und sind damit die bevölkerungsreichste Region Boliviens. I am writing in my capacity as Acting Coordinator of the global Network of Sex Work
Projects to express international solidarity with the night workers of El Alto. The assault
and battery and arson in the rampage against sex workers are human rights violations and
criminal acts. The government is accountable for allowing these crimes to remain
unpunished and for doing nothing to protect the innocent people attacked by a mob. It is
imperative that you take action against the human rights violations committed in your
jurisdiction and end your tacit complicity with this violence. The sex workers of El Alto
are citizens worthy of your attention, equally worthy if not moreso than the criminals
who have committed violent crimes and crimes against property in El Alto.
It is an outrage that the government of Bolivia has ignored the violence committed
against sex workers, who are already marginalized and discriminated against. It is
inexcusable for the government to condone scapegoating. Please tell me how the
government of Bolivia plans to help these people and their families.

Bolivian sex workers on hunger strike against hospital closures

A number of Bolivian sex workers reportedly started a hunger strike in the city of El Alto on Saturday, in protest against widespread hospital closures due to an ongoing doctors’ strike.
About a dozen of the striking sex workers, both female and male, protested in the lobby of a neighbourhood health clinic on Sunday. They vowed to continue their hunger strike until the authorities resolve the stand-off with doctors and health care provision returns to normal.
Sex workers in Bolivia – where prostitution is legal, but pimping and brothel ownership are not – are required by law to have weekly check-ups, which are provided free at public hospitals and clinics.
However, due to the doctors’ strike, “It’s been more than a month since we’ve been checked,” said Lilli Cortez, president of the Organisation of Night Workers.
“We hope this will be solved once and for all because they are playing with our lives, with our health,” said Jacqueline, one of the sex workers on hunger strike.
“You can’t play with health,” she said. “It’s a time bomb that is going to explode at any moment. The lives of the entire population are at stake here.”
Doctors, who are paid an average of US$200 a week and receive no benefits, pension or overtime pay, went on strike on March 28, following the passage of Supreme Decree 1126.
The decree mandates that public sector workers, including health care providers and teachers, face an increase in working hours from the previous 6 a day to 8 a day, without a corresponding increase in salary.
More than 500 public sector workers, including doctors in El Alto, have reportedly joined a hunger strike against the decree.
Sex workers in the impoverished city, which is 12 km from the capital, La Paz, and home to about a million people, have resorted to hunger striking before.
In 2009, 10 women sex workers sewed their lips together with thread, and approximately 30 more went on hunger strike, to demand that the mayor reopen brothels and bars which were destroyed by El Alto residents who had stormed the red light district.
The current protest, however, is very different from that of 2007, in which up to 35,000 sex workers across Bolivia refused their regular check-ups, after a citizens’ rampage in El Alto in which brothels were burned and sex workers were beaten and forced to strip.
At that time, threatening public health with possible sexually transmitted infections was the sex workers’ only weapon against continued violence, harassment and intimidation by police.
Now, in an effort to force a resolution of the Bolivian hospital crisis, they are demanding the check-ups they once shunned; but, yet again, they are putting their own bodies at risk.

Von anrüchigen Sprüchen über Schläge bis hin zum Mord an Frauen - in Bolivien haben Frauenorganisationen erstmals Sexismus zu einem der Themen im Wahlkampf gemacht. Hintergrund ist eine UN-Statistik, nach der die Gewalt gegen Frauen nirgendwo in Lateinamerika so hoch ist wie in Bolivien. Der Frauenorganisation Cidem zufolge sind in diesem Jahr bis Juni 59 Frauen nur wegen ihres Geschlechts ermordet worden. Häusliche Gewalt nehme von Jahr zu Jahr zu. Auch Präsident Evo Morales ist wegen seiner berüchtigten Sprüche unter Beschuss.
Zwei Parlamentskandidaten gaben jetzt auf, nachdem bekannt wurde, dass sie ihre Frauen verprügelt hatten. "Machisten runter von den Listen!", so lautet die Parole der Frauen-Kampagne. Zunächst zog Adolfo Mendoza seine Kandidatur zurück. Er strebte für die linke Regierungspartei MAS einen Senatssitz an, dann beschuldigte ihn seine Frau öffentlich, sie verprügelt zu haben. Kurioserweise ist Mendoza einer der Parlamentarier, die ein Gesetz zum Schutz von Frauen vor häuslicher Gewalt in die Wege leiteten. Auch Jaime Navarro trat von seiner Kandidatur als Abgeordneter zurück, als ihn die Mutter seiner jüngsten Tochter bezichtigte, sie verprügelt zu haben.
