Schweden droht Freiern mit einem Jahr Haft

Schweden verdoppelt das Strafmaß für Besuche bei Prostituierten. Ab 1. Juli können Freier „in schwerwiegenden Fällen“ bis zu einem Jahr Haft bekommen, bisher waren es sechs Monate.

Für die Initiative von Justizministerin Beatrice Ask stimmten im Stockholmer Reichstag 282 Abgeordnete bei nur einer einzigen Gegenstimme.

1999 hatten die Skandinavier als erstes Land der Welt den Kauf sexueller Dienstleistungen verboten und damit die Kunden von Prostituierten kriminalisiert. In den ersten zehn Jahren verurteilten schwedische Gerichte alles in allem 660 Männer, nachdem sie beim Kauf sexueller Dienste erwischt worden waren. In 85 Prozent aller Fälle gab es am Ende ein „Standardurteil“ mit Bußgeldern in unterschiedlicher Höhe, je nach Einkommen.

Der Justizministerin reichte das nicht mehr. „Es geht nicht an, dass man dieses Problem mit einem simplen Bußgeld aus der Welt schaffen kann“, sagte sie der Zeitung „Göteborgs-Posten“ bei der Vorlage der neuen Bestimmungen im Parlament. Sie glaubt, dass „Freier sich Gedanken über eine mögliche Strafe machen, ehe sie Sex kaufen“. Mit der neuen Regelung werde es wohl mehr Haftstrafen geben als bisher.

Vor allem aber will die Regierung mit der Verdoppelung des Strafmaßes die besonders rücksichtslosen Freier treffen. Als Beispiele nannte sie die Inanspruchnahme von Dienstleistungen psychisch Behinderter oder sehr junger Prostituierter sowie von Frauen oder Männern, die unter Drogeneinfluss stehen. Mit Haft muss laut Ministerin Ask auch rechnen, wer Personen für Sex bezahlt, „die offensichtlich in den Klauen von Menschenhändlern stecken, zum Beispiel in abgesperrten Wohnungen“.

Nach offiziellen Schätzungen hat sich die Straßenprostitution in Schweden seit 1999 halbiert. Umstritten ist, ob und wie sich das Verbot von käuflichem Sex auf schwer kontrollierbare Geschäfte über das Internet ausgewirkt hat. Nicht durchsetzen konnten sich Frauengruppen mit ihrer Forderung, auch Schweden zu verfolgen, die Prostituierte im Ausland aufsuchen. Dies hätte nach Medienberichten vor allem Soldaten auf Auslandseinsätzen betroffen.

TWENTY THREE women from across Sweden have been charged with involvement in what investigators call a unique child pornography case because most of the suspects are female.

A 43-year-old man has been charged with having provided them with 510 films and photos of children being exploited in an "especially ruthless" manner.

The women, aged between 38 and 70, allegedly met the man online and received and accepted the files he sent them. Seven of them have confessed.

Some of them are also suspected of having spread the material and two of producing child pornographic photographs themselves.

Suspended student stripper reports school for discrimination

A Swedish student who was trying to boost her finances by stripping and selling sexual favours has reported her adult education college for discrimination after being suspended for her "sick" behaviour.

After being forced to find a way of paying her bills, the student started working at a Stockholm strip club and also worked part-time as a prostitute to make ends meet.

In Sweden, there is no prohibition against selling sexual services, however the purchase of sexual services is a crime.

In February, she found herself called in to a meeting with a teacher and the dean of her college, where she was surprised to find them asking her about her job.

“They said that it goes against the school’s values and that students had been harmed by me being so open about what I do,” she wrote in the report.

The dean and the teacher told her that what she did outside of school hours helped to support the view of women as sexual objects.

“I said I have never felt like an object but rather found the whole experience pleasurable,” the student wrote in her report.

According to the student, the teacher and dean were horrified with this statement and said that she had caused the whole class to go through a crisis by being so open with her choice of career.

“You must have a problem if you think like that,” they said according to the student.

Despite the student’s apologies and a willingness to give up her job to stay on at the college, the dean said that it was obvious she wasn’t feeling well, and that she therefore would not be allowed to continue.

“I said ‘But I feel healthy’ and ‘I am passionate about this course’. Then the dean said ‘you seem passionate about a lot of things’ and looked me up and down,” the student wrote.

After leaving the school she was told by fellow students that meetings had been taking place about her behind her back, and that the dean said that she had chosen to leave due to not feeling well.

The student was allowed to come back and say goodbye to her friends. At the meeting she was allegedly told by the principal that she was not to mention anything about her suspension. Instead she sang a song for the school.

“I tried to sing between the lines,” she wrote.

Feeling badly treated the student tried to speak to several teachers, but was told by the dean to leave school premises as she wasn’t a student there any more.

Since the suspension the student has given up her stripping job but has decided to report the school to the Swedish Equality Ombudsman (Diskrimineringsombudsmannen - DO).

Swedish man accused of sex with sheep

A Swedish man in his fifties who was allegedly caught having sex with a sheep near Alingsås in western Sweden denies being guilty of animal cruelty.

In the beginning of June last year a sheep farmer and his wife heard a curious bleating sound from one of the farm’s pastures. When they went to investigate they were shocked to find a man engaged in sexual conduct with one of the ewes.

“This is an unusual case. Earlier it would have been classified as bestiality but nowadays it is seen as cruelty to animals
,” Tomas Tell of the police told daily Göteborgsposten (GP).

The witness reports are in themselves not enough to convict the man of cruelty to animals.

Therefore a specialist veterinary surgeon has been called in from the Swedish Board of Agriculture (Jordbruksverket) as an expert witness.

“Because there were no visible injuries the prosecutor must be able to prove that the ewe has suffered from the unpleasant event,” Tell told GP.

At the trial the specialist will be heard on the subject of sheep physiology and behaviour. But according to GP, the main issue will be whether the ewe has suffered any lasting distress due to sexual abuse or not.

The farmers will have to testify as to what they witnessed the man do with their grazing livestock and the police officer that apprehended the culprit will also be heard during the trial.

Sex crimes against animals have been reported to be on the rise in Sweden earlier this year with an increase in reported cases of sexual mutilation of horses and other livestock.

The man denies the charges, despite the witnesses' claim to have caught him in the act. If found guilty he could be sentenced to anything from a fine to two years in prison.

Im September 2008 wurde die Schwedische Polizei vom Parlament aufgefordert "Maßnahmen gegen Prostitution und Menschenhandel zu verschärfen (att förstärka insatserna mot prostitution och människohandel för sexuella ändamal)".


Beispiel-Zitat aus dem Bericht von Seite 20 zu Götheburg (Schwedens zweitgrößter Stadt) für den Zeitraum 2008-2010:

"ein dramatischer Anstieg an Romänischen Frauen, die für sexuelle Zwecke nach Schweden verkauft wurden (en dramatisk ökning av rumänska kvinnor som saldes för sexuella ändamal i Sverige)".


Das Gesetz gegen Prostitution und Menschenhandel mit dem Sexkauf-Verbot hat starke Anstiege bei allen Ermittlungszahlen zur Folge.

Die Schweden scheinen nicht länger behaupten zu können ihren "Kampf gegen Prostitution" durch Verbot gewinnen zu können (wie von Sexworkern und Sexworker-Interessenvertretern stets vorausgesagt). Dennoch hatte Schweden weltweit bisher das Gegenteil behauptet und versucht die EU in ihrem Sinne zu bekehren.

Control measures dominate in Nordic prostitution policy

Sex workers activists and support service providers are concerned about the implications of "Swedish model".


The negative attitudes affect sex workers’ position regardless of their nationality and residency status.

- Hotels report workers to the police
- the media uses aggressive and disrespectful language when covering prostitution.
- If sex work is brought up in social services the discovery can lead into denial of services (unless the client commits to quitting sex work)
- securing health insurance might prove impossible...

The negative consequences of the law are especially tangible in the lives of the most vulnerable sex workers, and their position is further aggravated by the legislation.

All of the speakers emphasized the need for service providers to respect sex workers’ right to self-determination and to work against a system-based and top-to-bottom approach in social work.
Social workers should promote sex worker access to their rights, instead of being an obstacle on their way.

Service providers should find the courage to bring up the human and basic rights perspectives more to the front. Statements at the moment might be a little too carefully worded to avoid cuts in funding.
Transparency and critical approach are needed when it comes to knowledge production and use by social service providers.

In the past prostitution was seen in the Nordic countries as a social question. Nowadays prostitution is tackled as a crime and countries compete with each other on who is most effective in stopping prostitution.

Political speeches put emphasis on victim protection, but in practice sex workers are seen as a threat to societal order.

Da die ganze Gesetzgebung ja angeblich unter emanzipatorischen Gesichtspunkten entstanden ist, wäre meine Frage:
Weiß jemand wie es in Schweden um die mann/männliche bzw. Prostitution von Transsexuellen steht?
Wird das auch so aktiv verfolgt?

Hanna, ich vermute die MSM sexarbeit ist für die Öffentlichkeit uninteressant/unsichtbar, weil es nicht um "Opferfrauen" geht. Ebenso bei mann zu frau Transsexualität, die von den RadFems (radikalen Feministinnen) geradezu bekämpft/verleugnet wird.

Now sex workers also have the right to 80% of their income when on sick leave (if they pay taxes that is).

Before they argued that sex workers couldn't expect to have any income, therefore no loss of income when ill, as their clients are criminals. Small win...but we fought hard for this one as it's quite symbolic in terms of equal rights. Just wanted to share it with you all."

Wäre klasse, wenn die Fachtagung Prostituiton in Deutschland auch ihre Ergebnisse auf diese Weise allen zur Verfügung stellen würde.

Prostitution in Schweden: Mehr Männer als Frauen

STOCKHOLM. In Schweden gehen einer Studie zufolge mehr junge Männer als junge Frauen auf den Strich. In einer am Montag veröffentlichten Umfrage des Nationalen Jugendrates gaben 2,1 Prozent der Männer im Alter von 16 bis 25 Jahre an, sich 2012 prostituiert zu haben. Bei den jungen Frauen waren es 0,8 Prozent. Insgesamt verkauften sich 1,5 Prozent der Schweden in dieser Altersgruppe in diesem Jahr mindestens einmal für Sex, das sind rund 20 000 Menschen.

Criminalizing johns has increased violence against prostitutes in Oslo about 7%.

2008 52% of prostitutes in Oslo said they had experienced violence compared to 59% in 2012.

Drop from 29% to 15% for rape 2008 to 2012.
